Abstract
In New Zealand, radio waves can be sold in lots like property or any other tradable commodity. The government of New Zealand has passed an act of parliament that allows for the selling of radio spectrum to the highest bidder. Given that trading in spectrum is possible, the authors wonder how the spectrum can be valued and what the merits and problems associated with this approach are. They discuss their experience in tendering for spectrum and some of the issues involved in managing the allocation of spectrum under the new regime
