Abstract
The development of a prototype knowledge-based system for software project planning is described. The KBS (knowledge-based system) queries a user with regard to critical issues in a software development plan to determine the chance of the project succeeding. The prototype system is designed to be used by individuals familiar with the situation in which the development effort will occur. They include: (1) a systems professional with the ability to access information regarding the user community, (2) a user with the ability to access the system, such as a user liaison, or (3) any member of management who understands the project and the environment/resources that would be used
