Abstract
With the addition of INMARSAT-3 satellites to the INMARSAT network, dedicated spectrum will be provided to deliver a range of services to land-mobile users around the world, including position determination. The history of land mobile satellite-delivered services has been problematic, both technologically and financially. The author reviews the situation to date, to try to determine whether any significant lessons can be learned that might indicate a brighter future for this type of service
