  • Abstract
    Considering the characteristics of the railway system´s controllable randomness and the random controllability, under the mixed traffic condition, this paper analyses the comprehensive balance for the train operation plan (abbreviated as TOP)from the angels of the number of trains, the average speed, the stability and the heterogeneity respectively. The strategies for TOP under the mixed traffic is presented and compared about their advantages and disadvantages. It summaries the main principle of the current methods for TOP and the railway capacity calculation & assessment. Directed by the idea of the comprehensive balance, this paper concludes that the optimized heterogeneity with Pareto efficiency is reasonable to be regarded as the basic criteria for the railway capacity calculation & evaluation and the TOP compilation & assessment.
