Abstract
It is suggested that procedures should be written with the sole intent of providing instruction to an audience that includes marginal readers and people to whom English is a second language, as well as to a range of technical competence. Procedure design should be synonymous with instructional design; reducing text and using symbols and icons are two ways to increase user comprehension and procedure usability. It is noted that research must be conducted to determine and test the most effective way of developing procedures to provide accurate instruction and easy use
