Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

This paper makes an analysis and researching on Tibetan text and dialects speech. And implement the computer programs on windows system. It also provides a theoretical support and application tools for in-depth study .This paper mainly including several aspects as following: 1)The collection and collation of the Tibetan words; 2) confirmed dialect vocabulary; 3) sort of Phonology of the Dialect; 4) dual-Transliteration of Tibetan and Latin; 5) the automatic generation of Tibetan dialects IPA.
