Abstract
The legislative process provides safeguards for the American democratic system. It provides a method whereby the people can govern themselves and direct their destiny and, to an extent, determine their fate. In marine, as in other affairs, the U.S. has been far from perfect, but we have the chance each year to legislatively reconsider our marine problems.
