Abstract :
The positions of African states are related both to substantive national economic interests and wider political goals in their approach to the development of ocean resources. The major interests of African states in coastal hydrocarbon and fishery resources and in the benefits and effects of sea-bed mining are outlined. Areas of conflict between coastal and non-coastal states, and between national and group interests, are shown, and some trends toward their resolution are indicated.
