Abstract
The emerging democratic governments of Eastern Europe now face the task of changing the electrical monoliths, the legacy of Lenin, into systems that can deliver the energy services their emancipated citizens urgently demand. Here, the author describes and discusses the political, economic and social implications of the transition now in progress in Romania´s electricity system, as an example of the obstacles that Eastern Europe must overcome, and the national and international policies that can foster the transition
