Abstract
The planning and management of sea usage will require many decisions in sea use allocations and sea zoning. The decision makers should have a clear set of principles and guidelines to follow in making these decisions. This paper will identify and develop the various principles and criteria which should be used in governing sea use allocations. These principles and criteria are mechanisms for effective execution of an integrated sea use plan. They are a bridge which begins to connect the organizational guidelines to actual zoning decisions and operations.
