Abstract :
An adaptive predictive coder providing toll quality at 16 kbits/s, which can also operate at any intermediate bit rate between 16 and 9.6 kbits/s, with a very graceful degradation of output speech quality has been developed. The coder is best suited for use over packetized networks and can change its bit rate on a packet-by-packet basis, thus providing variable bit rate operation. Performance of the coder under bit errors, lost packets, and tandem codings is discussed
