Abstract
The author outlines answers to the two basic questions facing software measurement practitioners: What data (measures) should be collected? What should be done with the assembled data? The two questions are interrelated; answering one constrains the other. The author approaches the topic from the view of the second question, which explains how measures can be used. He shows that both managers and engineers need effective software measures
