Development and implementation of measures of effectiveness for the Universal Joint Task List in the Joint Theater Level Simulation

This paper presents a methodology for evaluating tasks performed by a joint staff, as set forth in the Universal Joint Task List (UJTL). Measures of effectiveness are defined for selected sustainment and intelligence tasks. Results of experimental runs of the Joint Theater Level Simulation are presented to demonstrate the analysis process.
