  • Abstract
    The quality of certificate/report is the most important thing for the measurement technology institutions as the final products in the process of metrological verification, calibration and test. This paper presents a dynamic management system for measurement certificate/report based on SOA. In accordance with the analysis of the measurement certificate/report elements, three aspects of the effectiveness of control, time, authority and element are proposed into this system. Management and control in advance for all elements of certificates/report are introduced into this system in order to ensure the certificates/report can be controlled at the beginning and keep monitoring, thus effectively prevent various types of accidents on the quality of certificates/report. The system can be used as distributed performance monitoring server and has good scalability.
