Abstract :
We consider the scattering of a plane wave from a finite collection of two-dimensional dielectric scatterers that are arranged periodically in free space. The T-matrix algorithm is applied to solve for the scattered field. The effective permittivity of the collection is then computed using a minimization technique. Comparisons with the Polder-Van Santen (1946) mixing formula are made
