Abstract
Continued Government management of operational space based remote sensing systems, including land, meteorological and oceanic, will have a profound impact on technology development and commercial applications. Without a U.S. policy decision to commercialize, the expected expanding number of remote sensing missions will stimulate foreign commercial applications development to take advantage of the significant business opportunity. One management option, COMSAT´s EARTHSTAR initiative is proposed as a viable commercial alternative.
