Abstract
WCDMA commercial service has been started in Korea since 2004. The initial deployment of WCDMA has been done in highly-crowded urban districts. Therefore, on-traffic inter-RAT handover from WCDMA to CDMA2000 and roaming between two systems should be developed to provide the seamless service throughout the whole country. In this paper, we evaluate the performance of inter-RAT handover using dummy-pilot and roaming. Through simulation results, we compare the performance of inter-RAT handover using dummy-pilot with inter-RAT using border cell pilot only in terms of handover failure rate and border cell utilization. Also we suggest optimal parameter sets for effective roaming
