Abstract
The main issues dealt with are as follows: equipment/terminal ownership and operation; the right to receive satellite transmissions; the right to transmit signals; and the ability to obtain a licence to offer services by satellite. West Germany, Sweden and the UK are the most liberal countries in Europe. Since the reorganisation of the Deutsche Bundespost which took effect from 1 July, 1989, there can be no doubt that, at least in theory, the most liberal of these is West Germany
