Abstract :
For some years it has been known that moving edge-detected `cartoon´ type pictures convey adequate information for deaf people to communicate using hand sign language. However, the basic data rate remained too high for transmission over the PSTN. At British Telecom Research Laboratories, in collaboration with the University of Essex, the author has developed data compression algorithms to further reduce the data rate, and using realtime digital signal processor (DSP) based hardware have demonstrated full duplex transmission over the PSTN using 14.4 kbit/s modems
