Abstract :
The availability and use of manned submersibles and remotely operated vehicles (ROVs) is increasing daily. With the OCEANS \´83 theme "Effective Use of the Sea - An Update" in mind, it\´s appropriate to discuss a cooperative program between academia (represented by the University of Hawaii) and government (represented by the NOAA Office of Undersea Research) which provides the equipment and funding that makes available to the scientist a sophisticated facility (the Research Submersible MAKALI\´I) for conducting marine research.
