Abstract
Covers the impact of competition in the UK public telecommunications networks and in particular how the Kingston upon Hull Telephone Department (KHTD) is responding to this competition. The unique position of the City Council operated telecommunications system in the Kingston upon Hull area stems from the Telegraph Act of 1899, which enabled local authorities to establish public telephone undertakings. The Council´s first licence was granted by the General Post Office on 8 August 1902, and the first exchange was opened on 28 November 1904. Subsequent renewals of the licence over the past 80 years have maintained the independence of the system. Under the Telecommunications Act 1984, the Council was granted a 25-year Public Telecommunication Operator´s (PTO) licence on 5 August 1984. The licensed area covers approximately 120 square miles north of the Humber Estuary, with a population of 372605. The telephone department serves 150000 customers from 14 exchanges
