Abstract
Studies of EEZ planning strategies have generally ignored the role of marine pollution research in identifying interrelations between domestic and international policy goals. Many issues relating, to nearshore and open ocean pollution assessment and control need to be considered in a new light given the current climate of uncertainty stemming from the evolving U.S. position on EEZ rights and responsibilities. Current approaches to definition of research problems and the application of research findings in policymaking may be inadequate as new pollution control needs are recognized in such areas as marine waste disposal, and the protection of coastal recreational and commercial fishing waters. The relevance of existing research on domestic issues is discussed in relation to the need to enhance the national objectives of U.S. EEZ declaration while accommodating the international ramifications of this action.
