Abstract
A second-kind surface integral operator for two-dimensional electromagnetic scattering from lossy dielectric and magnetic materials and resistive cards is presented. The operator is an extension of a second-kind system for penetrable materials to the case of penetrable materials with infinitesimally thin embedded resistive cards.<>
