Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In order to promote teaching of comprehensive curriculum design of communication engineering major in research universities, this paper discusses the idea that research repays teaching and puts it into teaching practice in which this idea runs through every step of comprehensive curriculum design. We also designed and developed a navigation and telecom system as teaching platform. This method greatly increases students´ ability of scientific research and comprehensive engineering, strengthens the connection of scientific research and teaching which make them help each other forward. In this way, the ability and spirit of scientific research in research university are important resources for undergraduate education. It is a good way for personnel training.
