Leader Firms guide the development of cluster. This paper analyses the operating conditions of leader firms guiding the development of cluster from the internal and external of leader firms. The external operating conditions include market-based resource allocation, reasonable labor mobility mechanism, adventurous social culture, lower barriers to entry into industries, sufficient productive resources, sound institutional environment, clear regional industrial development policy. The internal operating conditions include incessant technological innovation, excellent leaders, the contraction of core business and the expansion of outsourcing business. The internal operating conditions are more important.
