Abstract :
The theory and real-time implementation of a new vector quantized base-band coder (CELP-BB), which was originally proposed for speech coding below 4.8 kbps is presented. At bit rates as low as 6 kb/s subjectively toll quality can be achieved. The authors concentrate on its theory and real-time implementation at 4.8 kb/s. Other advantage of CELP-BB over CELP, SELP etc., is that it can be implemented in a single DSP-32 digital signal processing chip (both encoder and decoder)
