After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The promotion of China´s national image has been a focus in the agenda of the government and of academic studies in recent years. The roots for western countries´ concerns and misgivings caused by China-rising are analyzed from three theoretical perspectives of International Relations. The author argues that it is inevitable to face theoretical predicament and there will be great difficulties to promote China´s image by mere communication means.
