    In this paper, the models, the methods, and the experiences of a practical GIS based computer decision making support system for urban power distribution network planning, are described. Load forecasting, optimal planning of a distribution substation, optimal planning of HV and MV distribution networks, and optimal planning of HV reactive power sources are discussed
