Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In recent years, the Structure Design Competition in many colleges has made significant achievements. With experience from participants in the grade of 2008 and 2009 of Zhejing University City College, this paper analyse the current situation of competition management. Concerning the limitations in organization and mechanism of Structure Association, it put forward practical organization, normalization of member system and leaders election, and implement of conference system, which promote the competition extraordinary.
