Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The research focuses on how to improve the employment rate of the computer science and technology major graduates. The paper first described why the employment of this major was low by carried on the thorough investigation and analysis. Then it described the feasibility construction scheme of computer science and technology characteristic major of Xuchang University which is an applied college. The scheme consisted of two parts. One part was the foundation construction which supported characteristic major construction and the other was the connotation construction of characteristic major. Implementation of the scheme has effectively improved the employment rate of students. The major´s characteristics is gradually taking shape.
