The cultivation of web-based learning skill is the foundation of lifelong learning. Along with the development of education and science, the concepts of lifelong learning and lifelong education are accepted by more and more people and lifelong learning has become a major route of competence-oriented education in every country. Through the application of educational technologies and theories, a platform of a learning society may be established to provide an autonomous learning environment for the people who want to learn knowledge.
