Abstract :
Electronic government affairs (e-government) is an integrated systems, it is vulnerable to be invaded and damaged by hackers and spies. It can be said that security is the biggest drawback of e-government. This paper identifies e-government risks based on the full life-cycle analyses and from e-government stakeholders´ perspective, and then concludes a framework of e-government risk identification. It reveals that risk identification and risk control methods selection of e-government should take full account of the framework. That is, the risk identification of e-government has to consider the life cycle stage of e-government project and the benefits of its all stakeholders.
