A methodology of simulation and evaluation on the operational effectiveness of weapon equipment

Abstract :
Simulation based Acquisition (SBA) for the weapon equipments need to answer the question what and why the equipment type operational effectiveness is and does. Set up evaluation indicators systems with effectiveness layer and capability layer, design the simulation system to get the evaluation data, use the utility function to fuse the effect indicators, and use the TOPSIS method to evaluate the basic capability of the equipment. Relate the changeable factors in alternative deployment with the evaluation value of the MOE and MOC, via the graphic analysis to get the factors of effect on the MOE, and feed back the effect factors to the decision makers. An example of armored equipment simulation evaluation was carried out, and the results are proved feasible and reasonable.
