Abstract
Cloud induced scintillations affect Earth-space paths above about 10 GHz. These scintillation effects would create very serious problems on future satellite communication systems at millimeter waves, especially with small receiving antennas and on low elevation links. Based on a few years measurements, a model for cloud produced scintillations has been developed and validated. It predicts the influence of various link parameters both on the scintillation time-series and on the channel transfer functions during realistic turbulent events
