As the rapid development of freeway, freeway project performance appraisal is growly attractive to people, which is one part of freeway management This paper will try to use externality in freeway project performance appraisal, analysing the relationship between externality of freeway and performance, constructing three levels of performance appraisal based on externality of freeway project: freeway entity system performance appraisal level, transportation system performance appraisal level, society system performance appraisal level. Via this, it is to be a base of conprehensive performance appraisal system, and to solve nie problem of blind spot and content redundant in freeway project performance appraisal.
