Abstract :
In this paper, a modeling approach is proposed for storm surge personnel lose based on fractional simulation block. A valid approximation method is introduced to realize fractional model. And fractional simulation block is based on the rational approximation. Combined with the characteristics of storm surge, personnel losing model is presented on the fractional simulation block. The accuracy and validity of the method is verified by the historical data of storm surge disaster.
