Abstract :
A global version of an earlier obtained local extension of the maximum principle as well as an associated second order optimality condition is given which refines the maximum principle by giving nontrivial conditions also for cases when the operator which describes the equality constraints is not regular. In this case the corresponding extremal is abnormal and the maximum principle is satisfied trivially
