  • Abstract
Based on the importance and necessity of the social environment impact assessment of the highway construction project, with an organic combination of the factors exist in the project assessment, such as uncertainty, incompatibility and less information, this paper proposes a gray matter-element assessment model based on the information entropy. The model is established by combining quantitative and qualitative analysis, determining the index weight through the synthesed integral weighting method, integrating matter-element theory, grey theory and information theory. The model is then used to judge the impact of the social environment assessment of the highway construction project to make reasonable decision.
