Abstract
There have been increasing calls for a ldquoclean slaterdquo approach to developing a new architecture for the Internet, with research underway in many countries. The challenge is to identify the circumstances in which such a new design might be deployed. Historical precedents for significant network changes suggest that a tipping point would not easily be reached and might not be sustainable.
