Abstract
As the demand of cellular phone user is getting more and more diversity, the traffic of cellular phone has been to change from voice to data which could include high speed and mess volume data for multimedia data. The previous network policy for each voice network and data network has a limitation for the new network system. Especially for the interconnection charge between telecommunication companies need to be changed or developed to control the developed network (NGN). The NGN is still at an early stage of development especially in related interconnection charge issue. We are not sure which way the network will be and what the real situation will be happen and each situation what kinds of policy will be needed to control. Therefore, in this paper, we have developed three scenarios for the new interconnection issues between telecommunication companies and we also discuss about the policies for those situations.
