Abstract
The authors examines the problems faced by the proposers of small wind energy projects of less than 2 MW of installed capacity in West Wales. He argues that one can only regret that in the UK the system created for windpower development by the government has forced a move straight into Phase Two (big projects) without having had the benefit of Phase One (small projects) which has been of such value in wind power development in Denmark
