Abstract
This paper describes the work accomplished to develop the system ICARO (Ionospheric Communications Automatic Radio Operator) based on an expert system applied to the frequency management of a digital communication system using the high frequency band (HF), with frequencies between 3-30 MHz. The proposed expert system activates an ionospheric propagation forecast program and a selective radio station listening process and, with the provided data, puts under way adequate strategies in order to set up and to maintain the requested radio link
