After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper builds model with principal-agent theory, brings the manufacturer´s integrative devotion level into this model. By analyzing the model results, we find third party logistics service provider´s profits is not changed even if its partition coefficient is increased, consequently it is not efficient to incentive mechanism of third party logistics service provider. This paper gives a new model of principal-agent based on this problem; the results show this model can reach the incentive effect for the third party logistics service provider.
