Abstract :
The paper proposes a simplified and fast fully scalable video coding (SVC) scheme for video communication over error prone channels and surveillance systems, such as wireless and mobile network characterized with vibrating bandwidth. The proposed scheme supports three types of scalability of temporal, resolution and SNR and any combination scalability of them. It uses a novel Hierarchical-B-Picture-Like technology to gain temporal scalability, DWT for spatial scalability, successive multi-level quantization and SPIHT together for quality scalability. The proposed scheme provides an embedded bitstream that can be easily adapted (reordered) to a given bandwidth, resolution and SNR requirements. Simulation results show the scheme has the advantages of being simple, flexible, and acceptable quality.
