Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper set forth a chaos particle swarm algorithm. The location of particles is adjusted according to the individual adaptive value in this algorithm. This method ensures the speed of convergence as well as the global convergence. This algorithm has been applied in the parameters optimization of finish rolling temperature model. The experiments show the result of optimization is very good. It is possible that this method can be applied further.
