After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

In this paper, the authors originally developed annual monetary conditions index based on MCI theory and China´s macroeconomic data. The MCI from 1978 to 2005 shows the monetary policy´s tighten or loose situation and reflect all macroeconomic information. MCI can be used as a monetary policy target for the central bank in China.
