Abstract
Summary form only given. The author provides information necessary for the future development of the 30-year-old ESM program at the University of Alaska by analyzing its environment. Environmental analysis with emphasis on its levels is employed. The three levels in the analysis are the internal, external, and operating environments, and their correspondents in the ESM program are education, industry, and research. There are three steps in environmental analysis. The first step is to identify major elements in each level as information sources. The second step is to obtain the information from sources utilizing adequate methods such as questionnaires, literature surveys, interviews, etc. The third step is to combine information from the three levels of environment and generate the necessary information for the ESM program
