Abstract :
Within the city for a gradual increase in the level of traffic safety, but a variety of complex factors leading to deterioration of traffic safety in suburban and major accident-prone, accident death rate is high. In this paper, for example in Harbin, according to road conditions, transportation facilities, traffic flow and the characteristics of traffic accidents in recent years, based on the traffic safety theory, combined with the suburb of Harbin reduction in the level of road traffic conditions, traffic management weakening and traffic conflict explosion. Through the analysis of incentives of traffic accidents, induction and the construction of suburban traffic safety evaluation indexes system, the use of network hierarchy modeling and evaluation, to solve in the chaotic traffic conditions non-independent relationships between multi-index and multi-levels feedback questions.
