Abstract
The authors relate how independent systems for measuring project progress and resource performance were used in aiding both the client and contractors in planning work force size and scheduling to reduce cost and improve both efficiency and effectiveness. Goaded by comments from the prime contractor, the consultants set about the determine if they could combine the independent systems. To the surprise of everyone, the consultants were able to independently forecast job progress using only the results from the performance measurement system. A math model was developed and statistical analysis was used to validate the results
