Deficiencies and Improvements of China´s Highway Traffic Contingency Plans

A tentative highway traffic contingency plan system has been established in China. However, there are much deficiencies in such highway traffic contingency plans established in a short time: the content is too simple, some are hard to operate, some lack pertinency, and the different departments cannot make corresponding cooperation and coordination in establishing and implementing the plans. We should define the composing and duties of emergency administration institutions, improve the content of highway traffic contingency plans, make good cooperation and coordination in implementing the contingency plans, perfect the establishing procedures, and put more emphasis on the revision of the contingency plans.
